互联网缓解征地冲突的“安全阀”功能——邳州市冲突案例的分析

摘　　要：互联网具有征地冲突的缓冲器功能,通过互联网平台,能够拓宽公民依法行使权利途径、提高政府信息公开效率、减少信息不对称。邳州市征地冲突事件的案例分析表明互联网在冲突事件的治理过程中发挥了较大作用,但其积极功能尚待挖掘。面临现代通信与传播技术发展带来的新政治生态与冲击挑战,善治政府将充分利用互联网的积极功能,构建有效的社会稳定调控机制。在征地冲突治理中,通过互联网动态公布征地信息,实现政府与村民的互动交流;提高信息公开效率,推行"阳光征地"制度;借助政务微博,建立土地征迁新闻网络发言人制度,从而使互联网成为缓解征地冲突的"安全阀",而不是征地冲突的"催化剂"。The Internet could be considered as a ‘buffer＇ in preventing land acquisition conflicts.Its use could help expand the ways that peasants seek to increase their rights; it can also improve the efficiency of publicising government information and reduce the uneven information between the government and peasants.The case study of land acquisition conflicts in Pizhou City demonstrates that the Internet could play an important role in the governing process of land acquisition conflicts,but its positive functions should be further studied.Confronted with the challenges of a new political ecology and the impact of modern communication and dissemination technology,a wise government administration would take full advantage of the positive aspects of the Internet to construct an efficient regulation system for social stability.In the administration of land acquisition conflicts,the government uses the Internet to create more dynamic information on land acquisition,which leads to valuable interactions between the government and peasants.In addition,improving the efficiency in publicising land acquisition information,implementing the ‘sunshine land acquisition＇ policy,using government administration blogs,and establishing ‘the net news spokesman for land acquisition＇ could transform the Internet into the ‘safety regulator＇ for remitting land acquisition conflicts,instead of the ‘catalyst＇ in such conflicts.
