摘　　要：2011年1月,国务院颁布的《国有土地上房屋征收与补偿条例》不完善,可能会影响房屋征收效率。为了提高房屋征收效率,有必要完善该条例,借鉴德国、美国纽约州、加拿大新布伦斯威克省在城市房屋征收过程中积累的有效做法,从给予违法建筑物适当补偿、明确听证会地点、时间、科学设计补偿争议解决机制等方面,提出了完善我国城市房屋征收制度的对策。In January 2011,the central government promulgated the Housing Expropriation and Compensation based on the State-owned Land Ordinance.It is clear that there are some defects which may affect the housing expropriation efficiency.In order to improve the efficiency of the housing expropriation,it is necessary to improve China＇s urban housing expropriation system.We should learn from effective practice in Germany,New York of USA,New Brunswick of Canada accumulated in the process of the city housing expropriation.These measures include to offer appropriate compensation to illegal buildings,to clear place and time of hearing,and scientifically design compensation for dispute settlement mechanism.
