摘 要:跨域环境治理是解决区域环境问题的创新模式,其有效性取决于多元治理主体间的利益共容与协同。在长三角区域环境治理中,共容利益使得各辖区政府、相关企业、社会公众之间的合作变得必然和可能。促进长三角多元主体利益共容是生态环境协同治理的关键,国家应出台《跨域环境治理法》,完善跨域生态补偿制度,建立以地方政府间合作为主、集聚行业协会和环境NGO组织协同力量的立体化环境治理长效机制,兼顾各辖区利益平衡与互补,提高区域的整体实力和发展潜力,实现长三角区域环保一体化。Cross-domain environmental improvement is a kind of innovation model to solve the problem of regional environment, and its effectiveness depends on the encompassing interests and collaboration of multiple governance subjects.In the Yangtze River Delta regional environmental governance, encompassing interests make the local governments, enterprises and public cooperation become necessary and possible. Collaborative management is a kind of multivariate main body participation in management, and it is the pursuit of the benign interaction between public interests and the process of harmonious relations. It is the key of ecological environmental collaborative governance to promote the common interests of multiple governance subjects in the Yangtze river delta region. The Law of Cross-domain Environmental Governance should be legislated, the ecological compensation system should be optimized, and the long-acting governance mechanism of intergovernmental cooperation, industry association and environmental NGO groups should be established. Consideration must be given to both regional balance and complementation in order to improve the strength and development potential of the Yangtze river delta region and to achieve the integration of regional environmental protection.
