吉林省儿童入托入学预防接种证查验信息管理系统的建立与实施效果分析

摘　　要：目的评价儿童入托入学预防接种证查验信息管理系统(Information Management System of Immunization Certificate Inspections,IMSICI)的建立及实施效果,加强和规范儿童入托入学预防接种证的查验工作,提高国家免疫规划疫苗的接种率。方法通过使用浏览器/服务器架构,利用数据匹配的方法,建立IMSICI平台,实现吉林省所有托幼机构和学校用户通过账号登录该系统对本托幼机构/学校的儿童预防接种证进行查验。结果经过1年的试运行和7个月的推广使用,现有2 753所幼儿园、424所小学使用IMSICI进行接种证查验工作。测试时期,500所幼儿园(覆盖全省该学年入托儿童总数的6.09%)系统查验匹配率为61.15%,113所小学(覆盖全省该学年入学儿童总数的3.97%)系统查验匹配率为63.31%;5个地区36县在推广使用阶段,1 621所幼儿园(覆盖全省该学年入托儿童总数的55.54%)的系统查验匹配率达到91.09%,524所小学(覆盖全省该学年入学儿童总数的21.28%)的系统查验匹配率达到90.18%。结论吉林省IMSICI的建立和应用,实现了1年内多次高效、准确、完整的儿童入托入学预防接种证查验和追踪查验,以及查验结果和疫苗补种情况的统计分析,避免了手工查验中的漏查和错查问题,能满足儿童入托入学预防接种证查验管理与服务需要,实施效果显著。Objective To evaluate the construction and implementation of the information management system of immunization certificate inspections（IMSICI） for children at kindergarten and school entry,and to strengthen and standardize immunization certificate inspections to increase coverage rates of vaccines in the immunization program.Methods A browser / server framework and data matching methodology were used to establish the IMSICI platform.All users in kindergartens and schools in Jilin province can log on IMSICI to inspect immunization certificates.Results Through a 1-year pilot implementation and 7-months of extended use of IMSICI,2753 kindergartens and 424 primary schools finished immunization certificate inspections.During pilot implementation,the matching rates in 500 kindergartens（covering 6.09% of all kindergarten entry children of the school year in Jilin province） and 113 primary schools（covering 3.97% of all school entry children of the school year in Jilin province） were 61.15% and 63.31%,respectively.The IMSICI platform was extended to 36 counties in five regions.During extended use,the matching rates in 1 621 kindergartens（covering 55.54% of all kindergarten entry children of the school year in Jilin province） and524 primary schools（covering 21.28% of all school entry children of the school year in Jilin province） were 91.09% and 90.18%,respectively.Conclusions The establishment and implementation of IMSICI achieved several time-efficient,accurate and complete immunization certifi-cate inspections and tracked inspections for children of kindergarten and school entry for one year.It can avoid inspection failure and mistakes,and it fulfilled the requirements of immunization certificate inspections for children of kindergarten and school entry with a significant effect of implementation.
