摘　　要：联合国自成立至今已历经70个春秋,是目前世界上最重要、最普遍的政府间国际组织。作为战后捍卫世界和平的最高权力机构,联合国在全球治理中是通过其安理会的否决权机制来具体决定世界和平问题的。联合国安理会作为唯一有权决定是否采取军事行动以维持国际和平与安全的联合国机构,在实践中,其五大常任理事国可以运用否决权阻止那些不利于其本国利益和理念的安理会决议的最终生效,这表明五大国在全球安全问题上享有额外的历史特权。中国是联合国的创始成员国,并且是五大常任理事国之一,拥有否决权的特权。中国在国际政治交往中始终坚持独立自主性和大国负责性,秉持国际道义,是行使否决权最少的国家。但随着中国的文明崛起,中国近期行使否决权的次数逐渐攀升,表明了中国参与塑造世界秩序的国际话语权也逐渐清晰、从容。The United Nations has existed over 70 years since its establishment. It is the universal and the most important inter-governmental organization in the world. As the highest authority in the defending world peace after the World War II,the core mission of United Nations is determined by the operation of its Security Council veto mechanisms to specific problem of world peace in global governance. The United Nations Security Council is the only agency which has the right to decide taking actions to maintain international peace and security. In practice,＂The Big Five Countries＂in the veto mechanism is often criticized as to maintaining their own national interests by using public-power＇s veto on the Security Council resolutions,in another word,the＂Big Five Countries＂enjoy their additional privileges to some extent when driving the world security order.China is one of the United Nations founding members,and China is also a permanent member of the ＂Big Five Countries＂in the Security Council with one-vote veto. With the rising of China＇s civilization,China＇s recent veto practices are gradually booming,and it shows that China＇s more participation in the global governance appeared for shaping a better and fairer world order.
