摘　　要：目的建立一套完善的环境技术验证(ETV)测试参数体系并验证其可行性,并为后续水处理新技术的评价工作奠定基础和提供理论指导.方法运用层次分析方法建立初步的ETV测试参数层次分析结构模型,构建判断矩阵,分析影响ETV各测试参数的权重,并进行一致性检验,利用权重结果将冗余的各测试参数进行删减,实现测试参数体系的精简化;同时通过对改进型生态系统处理小城镇污水的实例进行验证分析,随后通过STOAT对其进行优化,进一步佐证其可行性.结果测试参数体系分为处理效果参数、环境影响参数、运行工艺参数、经济参数4个一级指标.一级指标下包含着通用参数和特征参数等9个参数指标;且根据在单层排序中,贡献大于80%的指标可作为测试指标,其余参数可舍掉;总排序中指标权重小于0.01的参数舍去的理论,舍去了材料消耗、资源回收利用指标、噪声因素、MLSS和水力停留时间指标;小城镇污水水质为:ρ(CODCr)≤400 mg/L,ρ(BOD)≤250 mg/L,ρ(SS)≤260 mg/L,ρ(总氮)≤40 mg/L,ρ(氨氮)≤28 mg/L,ρ(总磷)≤7 mg/L,水量约为3 000 m3/d的情况下,验证了改进型生态处理系统可以达到技术拥有者提供的各项审核目标.结论建立的测试参数体系确认了其可行性,为ETV工作奠定了基础,同时也为今后ETV在其他行业的应用进行了指导;笔者采用的优化措施可以进一步对验证进行佐证.The paper aims to establish a set of perfect environmental technology verification（ ETV）testing parameter system and verify its feasibility,and provide theoretical guidance for the evaluation of the newtechnology of water treatment. By contrasting the related information and using themethod of hierarchical analysis,a preliminary structure model of ETV test parameters is established. Then the judgment matrix is constructed; the weight of the test parameters of ETV are analyzed,and the consistency test is carried out,the redundant parameters are deleted,finally the precision results are obtained. Through the improvement of the ecological system of small town sewage treatment,the research has been verified; and then its feasibility has been further corroborated,through the optimization by STOAT. The parameters of the system are divided into four first level parameters,such as processing parameters,environmental parameters,operation parameters and economic parameters,and it contains 9 second level parameters,such as general parameters and characteristic parameters. According to the theory ： in the order of the single layer,the index contribution of more than 80% can be used as a test index,the remaining parameters will be abandoned;and in the total sorting,index weight less than 0. 01 of the parameters will be abandoned,the index such as material consumption,resource recycling index,noise factor,M LSS and hydraulic retention time index are abandoned. In the case of the small towns wastewater quality is： ρ（ CODCr） ≤400 mg / L,ρ（ BOD） ≤ 250 mg / L,ρ（ SS） ≤ 260 mg / L,ρ（ TN） ≤ 40 mg / L,ρ（ NH3- N） ≤28 mg / L,ρ（ TP） ≤7 mg / L,and flowrate is 3 000 m3/ d,the improved ecological processing system can meet the technical objectives provided by the technical owner.
