新型城镇化背景下咸宁市基本公共服务均等化研究

摘　　要：基本公共服务均等化既是服务型政府的内在要求,又是新型城镇化的基本要求,是区域高效、包容与可持续发展的重要内容。利用属性AHM赋权法,对咸宁市基本公共服务均等化进行测度与评价,研究发现咸宁市的基本公共服务总体水平较低,除了社会保障和就业服务水平高于全国平均水平之外,其它方面的服务水平都比全国平均水平要低,其原因在于经济发展水平落后、公共财政投入乏力、公共服务供给机制单一化、考核监督问责机制不健全。基于此,从投入、体制机制、参与、监管与评价等方面提出了促进咸宁市基本公共服务均等化的基本思路。The equalization of basic public services is not only the inner requirement of service oriented government, but also the basic requirement of the new urbanization, which is an important content of regional development on efficient, inclusive and sus- tainable. Applied AHM method to measure the equalization of basic public service in Xianning. The results show that the level of the equalization of basic public service is lower, except for so- cial security and employment. The reason is weak of economic development and public financial investment, and public service supply mechanism is single, and the system of assessment and supervision is lack. Based on the evaluated results, the paper puts forward some measures for promoting the equalization of basic public services on investment, institutional mechanisms, participa- tion, supervision and evaluation.
