我国竞技体育发展中政府职能的历史审视

摘　　要：通过文献资料法,对竞技体育发展中政府职能演变的时代背景进行分析,并从政府管理的价值取向、管理权限、资源配置方式、管理方式、利益分配5个方面,分析了新中国成立以来,不同经济发展阶段,竞技体育发展中政府职能的演变特征。研究认为:3个不同经济发展阶段,竞技体育发展中的政府职能进行了相应的调整与转变,表现出了一些阶段性特征。随着国家的发展与进步,政府不断修正自身的竞技体育管理职能。政府体育主管部门根据国家发展战略及重心、国家行政机构及职能的调整与改革,不断调整自身管理竞技体育的价值取向、职能重心、权限、范畴、手段、方式等。This paper analyzed the background of government function change in China competitive sports development by the method of literature review,and analyzed its characteristics from five aspects that are government management＇s value orientation,managerial power,resources allocation mode,management way,and gain sharing,since the establishment of People＇s Republic of China. Conclusions： In the three different economic development stages,government function in the development of competitive sports has made relevant adjustment and changed and all showed some stage characteristics. Government constantly amended its management function with the national development and progress. Government sports authoritative department continuously adjusts its competitive sports management on value orientation,function core,authority,scope,mean,and method according tothe adjustments and reforms of national development strategy and core and the national administrative organization and function.
