环境分权有利于中国工业绿色转型吗?——产业结构升级视角下的动态空间效应检验  

Is Environmental Decentralization Conducive to Industrial Green Transformation in China?——Dynamic Spatial Effect Test under the Perspective of Upgrading of Industrial Structure

摘　　要：基于中国2000—2012年的地区面板数据并运用动态空间面板模型实证检验了环境分权对产业结构升级及工业绿色转型的非线性空间影响效应。研究结果表明,产业结构升级视角下环境分权与工业绿色转型之间存在明显的倒"U"型关系,适度的环境分权有利于促进产业结构升级及工业绿色转型,过度的环境分权将不利于产业结构升级及工业绿色转型,而且环境分权与财政分权的结合将会加剧工业污染而不利于工业绿色转型。环境行政分权、环境监察分权与工业绿色转型之间存在明显的"U"型关系,但环境监测分权却与工业绿色转型呈现明显的倒"U"型变化趋势。不同地区环境分权的影响效应具有较大的空间异质性,东部沿海地区的环境分权有助于促进产业结构升级及工业绿色转型,但中西部内陆地区的环境分权阻碍产业结构升级从而不利于工业绿色转型。Based on the region panel data of year 2000--2012 in China, this paper uses the dynamic spatial panel model to empirically test the nonlinear spatial effect of environmental decentralization on the upgrading of industrial structure and industrial green transformation. The results show that there is an obvious inverted ＂U＂ type relationship between environmental decentralization and industrial green transformation under the perspective of upgrading of industrial structure, which means moderate environmental decentralization is conducive to promote the upgrading of industrial structure and industrial green transformation when excessive environmental decentralization isn＇t. Moreover, the combination of environmental decentralization and fiscal decentralization will aggravate industrial pollution and not be conducive to industrial green transformation. The relationship between environmental administrative decentralization, environmental supervision decentralization and industrial green transformation presents a ＂U＂ type, but there is an inverted ＂U＂ type relationship between environmental monitoring decentralization and industrial green transformation. The effects of environmental decentralization in different regions have a large spatial heterogeneity. Environmental decentralization of the eastern coastal areas is conducive to promote the upgrading of industrial structure and industrial green transformation, but environmental decentralization of the central and western inland regions is not conducive to industrial green transformation by hindering the upgrading of industrial structure.
