关于西方外交决策理论与模式的思考

摘　　要：外交决策理论是对具体外交政策如何实际运作所做出的理论概括与总结,是开展外交决策研究的重要分析工具与理论依托。西方作为外交决策理论的发源地,在该领域具有开风气之先的导向性效能。系统梳理西方外交决策理论和模式的学术发展史,分析经典外交决策理论及其模式的理论假设、核心内涵及解释效力,展望外交决策理论的新进展及新趋势,有助于对深化我国的外交决策研究提供理论借鉴。外交决策的复杂性与不确定性决定各理论模式各有优缺,每种理论只能部分地体现或解释外交决策的某个侧面,开展全面而客观的外交决策研究,亟须根据研究的具体问题,综合运用诸种理论模式的优长,进行富有针对性和适用性的深度阐释。Foreign policy decision-making theory is the theoretical generalization about how to make specific foreign policy,which is the important analysis tool for developing foreign policy research.As the foreign policy theory origin,the west played guidance function in this field.It can provide the theoretical reference for China by combing the academic development history of foreign policy decision-making theory,analyzing the theoretical hypothesis,core connotation,explanation effect of classical foreign policy decision-making theory and outlooking the new development and trend of it.Each model has its advantages and disadvantages,it can only partly analyze certain sides of foreign policy.Objective foreign policy decision-making study needs to develop comprehensive utilization according to the specific issues.
