摘　　要："十三五"时期是全面建成小康社会的决胜阶段。"三农"是全面建成小康社会的短板,如期实现全面建成小康社会目标,首先要补"三农"短板。解决农民问题,重点是促进农民收入持续较快增长,缩小城乡收入差距;解决农业问题,重点是促进土地规模流转,大力推进农业现代化;解决农村问题,重点是推动城乡协调发展,提高新农村建设水平。The ＂13th Five-Year＂ period is the decisive stage of completing the process of building amoderately well-off society in all the aspects. The issues of ＂agriculture, farmer and rural area＂ are theshortcomings of completing the process of building a moderately well-off society in all the aspects. Toachieve the goal of building a moderately prosperous society, the first step of all is to make up for theshortcomings. To solve the problem of farmers, the key is to promote the sustained and rapid growth offarmers＇ income, and narrow the income gap between urban and rural areas; to solve the problem ofagriculture, the key is to promote the circulation of land scale, and vigorously promote agriculturalmodernization; to solve rural issues, the key is focusing on promoting the coordinated development of urbanand rural areas, and improve the level of new rural construction.
