基于德尔菲法的乡村图书馆服务体系可持续发展影响因素及对策研究

摘　　要：乡村基层图书馆是社会主义新农村文化服务体系的重要环节,对保障农村居民享有平等的文化权利具有重要意义。课题组针对当前乡村公共图书馆体系的发展现状及存在的问题,选取15位专家进行了相关意见征询,并进行了三轮问卷测试,基于德尔菲法实证分析可持续发展视野下影响乡村图书馆服务体系的主要因素,并从制度建设、统筹规划、资金来源、体制改革、资源共享、服务创新等方面阐述乡村公共图书馆体系可持续发展的对策。As an indispensable composition of public cultural system in the new socialist countryside construction,country basic public library is very important to guarantee the realization of every rural resident＇ s equal cultural rights and benefits. The research team conducts an investigation of the status and problems of country basic library in some areas by sample survey. 15 experts are selected for opinion solicitation in three rounds of questionnaire testing,and then several important factors of influencing sustainable development based on Delphi Method are empirically analyzed. It also discusses in detail about counter measure suggestions of sustainable development of country public library system from the aspects of system construction,integrated planning,funds devotion,system reform,resources sharing,and service innovation.
