图书馆保障弱势群体阅读权益的对策研究

摘　　要：保障弱势群体阅读权益是现代图书馆的价值使命和社会责任。在梳理国内不同弱势群体阅读特点的基础上,从阅读主体、资源、环境3个维度剖析影响弱势群体阅读权益实现的主要成因可以得出,图书馆保障弱势群体阅读权益应坚持人本性、整体性、主体性、开放性和质效性5项基本原则,图书馆弱势群体阅读权益的保障策略主要包括文化保障、资源保障、主体保障、制度保障和组织保障5个方面。Guaranteeing the reading rights and interests of vulnerable groups is the value of mission and social responsibility of the modern library. Based on combing the characteristics of the different vulnerable groups in China, this paper analyzes the main causes of the realization of the reading rights and interests of vulnerable groups from three dimensions of reading subject, resource and environment. It can be concluded that guaranteeing vulnerable groups＇ reading rights of the library should adhere to 5 basic principles of humanity, integrity, subjectivity, openness and effectiveness, etc. And then, the paper puts forward 5 guarantee strategies of the reading rights and interests of vulnerable groups of the library, which is including cultural guarantee, resource guarantee, subject guarantee, system guarantee, and organizational guarantee.
