鄱阳湖生态经济区建设的全局思考与区域规划

摘　　要：近年来,三峡水库蓄水运行、气候变化以及经济的快速发展对鄱阳湖区的生态环境产生了一定的不利影响,因此,在发展经济的同时,必须考虑鄱阳湖的环境保护。从湖区建设、九江工业项目建设和水源环境保护3个方面研究了鄱阳湖生态经济区的建设发展问题,分析了鄱阳湖水利、交通工程建设的利弊,提出了因地制宜分块分时堤坝建设、北湖建桥、南湖设岛的设想。建议将九江工业项目建设的重点放在湖口或彭泽地区,流入鄱阳湖的5条江河采用逐级分段包干责任制的方式加强水源地环境治理。最后,提出了通过综合治理推进鄱阳湖生态经济区建设的措施。In recent years,the operation of Three Gorges Reservoir,the climate change and the rapid development of economy have certain adverse effect on the ecological environment of Poyang Lake region,so the protection of ecological environment should be taken into consideration.The construction and development issues are studied from 3 aspects of the infrastructure construction of Poyang Lake region,the development of industrial projects in Jiujiang and the protection of water sources.The advantages and disadvantages of the construction of Poyang lake water conservancy project and traffic project are discussed.The ideas of building dam,bridges over the north part of the lake and man-made islands in the south part of the lake in stages and regions is put forward according to local conditions.It is suggested that the major part of the industrial projects of Jiujiang districts should be placed in Hukou County or Pengze County.The environmental harnessing of the water sources area of 5 rivers flowing into Poyang Lakes should be strengthened by using graded responsibility system.The comprehensive harnessing measures to advance the development of Poyang Lake Ecological Economic Zone are put forward.
