摘 要:高校综合改革是当前热论话题,通过逆向思维的路径对这一概念进行剖析和阐释,并在此基础上探查其基本内蕴和主要特征有助于理性缜思。全面改革不等于推倒重来、齐头并进,而是强调高校改革范围的广泛性、内容的丰富性、视野的全局性。深化改革不等于西化、去中国化,而是体现为深入批判的理性自觉和攻坚克难的精神状态,扎根实情、坚定前行的办学定力。综合改革不等于单项改革的简单叠加、内部整合,而是要增强改革的关联性、协同性和耦合性,具有"集成"意识。改革不等于没有规则程序、朝令夕改,高校综合改革应做到于法有据,坚持程序正当。Currently, Chinese colleges and universities are engaged in a new round of comprehensive reform. For an all-round, profound, and comprehensive reform, it not only involves implementing the overall requirements of the central government's comprehensive and thorough reform, but also should follow the inherent law of higher education and the logic of colleges and universities' reform paradigm. This article will dissect and elucidate the concept of colleges and universities' comprehensive reform using a kind of reverse thinking-- the college comprehensive reform ≠…-- to get some scientific and rational understanding from a side of the problem.Firstly, comprehensive reform ≠ scraping it and starting all over again, or to advancing simultaneously. Comprehensive reform is not to veto all the achievements of previous reform development, and it is neither equal to more reforms being better nor scraping all to make a new start. The word 'comprehensive' is to define the breadth of reform, and put an emphasize on the scope,the richness of content and the global vision.Comprehensive reform does not mean denying incremental reform, or that there is no need for reform experimentation. And it cannot work without focus or advance simultaneously, like that we cannot sprinkle pepper without orientation. The reform needs the combination of global and local, the combination of scratching symptoms and root cause, and the connection of gradual and breakthrough so that it can achieve the unification of the comprehensive promotion and key breakthroughs. Thus, the key to this round of college and universities' comprehensive reform is to clearly delineate the boundary of powers and responsibilities among the subjects of academic power, the administrative power and the individual rights.
