办证难、行政审批改革和跨部门数据流动

摘　　要：新一届政府履职后,强力推进行政审批制度改革。从审批事项提速以及众多审批事项取消或者下放的数据上看,行政审批制度改革已经取得了骄人的成绩。但作为微观个体的企业和公民却频频遭遇"办证难"。办证难在何处?从证和办证的本质看,"证"无非是信息的载体,"办证"无非是信息的流动,特别是政府部门之间的信息流动。信息流动线路繁杂或被屡屡中断无疑是办证难产生的重要原因。解决的思路也在于此:一是逐步取消"证"作为信息载体的功能;二是信息流动内部化,也就是通过跨部门数据流动解决办证难的问题。After the new leadership of China took office,the administrative approval reform has been pushed with a lot of strength.Judging from the accelerated pace of certificate handling,the cancelation of some existing certificates and the devolution of relevant power,certain credit should be given to the government for the reform achieved.However,citizen or enterprise as an individual has found it difficult as usual when handling certificates from the government.To explore the reason causing such phenomenon,it would be wise to inquire what the nature of certificates and their handling is.Certificate is nothing but the carrier of information.The handling of certificates is just a certain way of information flow,especially among government bodies.The complexity of information flow channel and the constant disruptions occuring from time to time are the major contributors of the phenomenon aforementioned.It is also where the solution lies：first,certificate should no longer be elected as the carrier of information;second,information should be liberated to flow freely among departments so that certificate handling can become much easier.
