摘　　要：社会性规制的本意是防范风险、保护环境、公众健康和生产作业安全,但是却往往会引起诸多未预后果,其中之一就是对技术创新的阻碍作用。创新是一个国家兴旺发达的不竭动力,创新驱动发展的核心是技术创新的引领作用。社会性规制受"安全"的目标驱动,技术创新受"发展"的目标驱动,二者同等重要,不可偏废。如何在科技创新与社会性规制之间取得平衡关乎发展与安全能否协调进行的问题。本文从这一观点出发,以生物医药产业为例,从规制目标、规制供给和规制工具三个方面探讨社会性规制与技术创新的平衡发展问题。The intention of social regulation is to prevent risks,protect the environment,public health and safety of production operations,but it will often cause many unexpected consequences,one of which is the obstruction of technological innovation.Innovation is an inexhaustible driving force for the prosperity of a country.The core of innovation- driven development is the leading role of technological innovation.Social regulation is driven by the ＂security＂ goal and the ＂development＂ target drives technological innovation.Both are equally important,neither could be neglected.How to balance the technology innovation and social regulation related to the coordinated development of development and security.From this point of view,the paper takes the bio- pharmaceutical industry as an example,discusses the equilibrium development of social regulation and technological innovation from three aspects;regulatory target,regulatory supply and regulatory tools.
