摘　　要：建构政府干预市场的合理边界,有助于正确认识和处理当前我国政府与市场之间的关系。社会主义市场经济条件下,政府践履公共责任的正当性在于:促进社会公平正义与效率的实现,协调社会成员之间利益的合理分配,从而引导经济持续健康发展、增进人民福祉。划定政府干预市场的价值边界、领域边界与效率边界,探析政府公共责任与干预市场边界之间的本质关联,这是对能够驾驭市场的政府治理体系建设的一种创新性探索。Constructing the reasonable frontiers of government intervention in markets is helpful for understanding and dealing with the relationship between government and market in China.Under the condition of socialist market economy,the legitimacy of the government public responsibility fulfillment is to promote the realization of social justice and efficiency,to assist the reasonable distribution of interests between the members of society,so as to guide the sustained and healthy development of economic and to promote the well- being of the people.The paper divides the value,boundary and efficiency frontiers and also studies on the essential connection between the government public responsibility and the frontiers of government intervention in markets.It is a creative exploration for the system construction of government governance to control the market.
