摘 要:大气污染治理是近年来的热点话题,实践中从治理力度来看,地方地级城市显然要弱于一线大城市,原因在于治理模式、治理区域、治理产业、治理手段、治理理念等方面都存在严重的不均衡状态。其原因较为复杂,有思想方面的,也有制度方面的,还有实践操作方面的。对于地方而言,以市为单位空间区域,建立地方大气污染物排放权交易机制并完善相关的配套制度,有利于实现治理大气污染市场化,同时也可以提升政府的行政效率。In recent years,controlling the air pollution has been causing hot social discussion. In practice,governments at all levels invest much strength in controlling the air pollution. However,from the perspective of governance dynamics,local prefecture- level cities are conspicuously weaker than that of first- tier cities. The reason lies in the serious imbalance that widely exists in the governance models,governance regions,governance industries,governance means and governance concepts. The existence of the serious imbalance can be attributed to the ideological reasons,systematic reasons and practical and operative reasons. To the local governments,taking the space region as a unite,establishing the trading mechanism for emission rights of local air pollution and improving its corresponding matching systems is a feasible way to realize the marketing management of controlling the air pollution as well as promote the administrative efficiency of the governments.
