摘  要:我国北方地区天然水资源缺乏,多数乡镇行政区域未开展过专门的水资源评价工作,水资源开发利用规划性差,制约社会经济发展。北京门头沟区潭柘寺镇水资源供应主要依靠地下水,存在水资源短缺、利用效率低、开发利用理念和设施落后等问题,具备北方城镇水资源分布和开发利用的典型性。在最严格的水资源管理制度的形势下,本文以潭柘寺镇为例,开展了水资源调查、评价和需水预测工作,该镇可利用水资源量80×104m3,2015年的需水量310×104m3,水资源严重短缺。针对水资源开发利用存在问题和缺水问题,文章提出了外调水源、再生水利用、内部挖潜的策略,为城镇发展规划提供了依据,为乡镇区域落实最严格水资源管理制度提供了参考。Due to the lacking water resource in North China, water resource assessments have not been carried out in most regions and towns. The shortage in development and utilization planning of water resource has been a threat to social and economic development. In Tanzhesi Town of Mentougou District in Beijing, watersupplying resource mainly depends on underground water. There are the problems of insufficient water resource, low utilization, backward idea of development and utilization and facilities, which are the typical case of water resource distribution, development and utilization in the towns of North China. In the situation of the most strict water resource administration, as an example of Tanzhesi Town, this paper carries out the work of water resource investigation, assessment and demands forecasting. According to the survey, the available water resource is 80×104m3, which is seriously insufficient for the demand of 310×104m3 in 2015. Towards the problems existing and shortage in water resource development and utilization, this paper puts forward the strategy of foreign water mobilization, recycling water utilization and tapping local potentialities, which can provide basis of town development planning and reference of the implement of the most strict water resource administration.
