摘 要:我国对绿色发展的认识,是一个由表及里、由浅入深、由自然自发到自觉自为的过程。改革开放以来,我国处理经济发展和环境保护之间矛盾的理念,历经了环境污染末端治理、可持续发展、科学发展观、生态文明建设和绿色发展等不同的阶段。相应的政策目标、立法体系、政策工具也随之调整,向着有利于弥合发展理念和政策行动之间鸿沟的方向演进,政府、企业、社会组织及公众在绿色发展进程中的责任格局不断优化,政策调整范围从生产领域向消费、流通领域扩展。当前激励约束并重的绿色发展政策体系已形成,环境保护优化经济发展真正实现了落地生根。China's understanding of green development is a process of transformation from outward appearance to inner essence, from the shallower to the deeper and from spontaneity to consciousness. Since the reform and opening up in late 1970 s, China's philosophy of handling the contradiction between economic development and environmental protection has undergone the following different stages: end-of-pipe pollution control, sustainable development, concept on scientific development, the construction of ecological civilization and green development.Corresponding policy objectives, legislation systems and policy instruments have been adjusted accordingly in order to bridge the gap between ideas on development and action plans in policy-making. The responsibilities of government departments, enterprises, social organizations and the general public have been continuously defined and optimized. The scope of policy adjustment has expanded from the production field to the fields of consumption and logistics. At present the green development policy framework emphasizing equally incentives and constraints has been established and optimizing economic development and conserving environment has been fully recognized.
