摘　　要：多源流理论认为政策议程设置是复杂的多源流耦合并开启政策之窗的过程,作为偶然性和非理性政策研究的代表,契合了网络社会的多元化和复杂性。网络逻辑下的多源流模型,纾解了多源流理论中国化过程中面临的政策环境、政治生态、体制机制、决策模式等方面的局限。采用案例分析法,创新性地将新媒体触发工具角色之于问题流、虚拟接触下政策话语权博弈之于政策流、网络民意推力之于政治流单独研究,经出租车改革案例的验证,发现网络多源流聚合从指标构建、焦点事件演变、问题反馈,协同治理网络构建,政府民意感知与回应,决策模式优化等方面开启了政策议程设置现代化之窗。政策议程设置现代化基于网络政策议程形成的内在逻辑,体现在政策议程设置模式嬗变过程中,对其标准体系和现实价值的探索,或许可为中国政策议程设置现代化理论与实践提供借鉴和启发。The objective of this paper is to illustrate and examine whether the Chinese characteristics' multiple-streams theory can explain and enlighten the modernization of Chinese policy agenda setting,even the policy process by network society. An exploratory case study,involving a series of taxi strikes in reality,is used in this paper as well as comments and debates on the internet. By the perspective of the multiple-streams theory which believes that policy agenda setting is a process of converging complex origins and opening the policy window. As the representative theory of contingency and irrationality policy research,it fits for the diversity and complexity of network society. Separate researches of the new media's activation tool role in problem stream,the virtually contact and policy discourse right game in the policy stream,the evolution of the network public opinion in the political stream,which are well-validated by taxi strike cases,find that the network multiple-streams' aggregation can open the window of modernizing policy agenda setting in the area of index framing,problems' evolution and feedback,construction of collaborative governance,as well as public opinion response and optimization for decision mode. The key limitation of the study is that the multiple-streams theory is born in western countries,and has little contact with the network society. The multiple-streams theory's localization in China encounters difficulties from policy environment,political ecology and system,as well as decision mode. Modification and optimization resort network logic become the solution. Another difficulty arises from the construction of the optimization's appraising standard system,as few people has done this work before,exploratory research has less reference from theory to practice.
