论中国情境下基层社会多元协同治理的实现路径——基于广东佛山市三水区白坭案例的研究

摘　　要：十八大之后,政府、社会与公民的多元协同互动成为我国基层社会治理探索的主要方向。本文从诊断网格化管理用于基层社会治理所产生的问题出发,以三水白坭这一基于特定政治、经济、文化背景产生的典型成功案例为研究对象,从治理理念创新、治理主体特征、治理体系运行路径、民意表达机制、共识达成机制、政府与社会的关系等方面分析基层社会多元协同治理思路的社会基础、内在机制和治理成效。案例研究表明,利用传统社会资源推动基层社会治理创新是有效的方法,其治理体系具有行政成本低、吸纳社会群众和社会资源多和运行稳健的特点。本文创新之处在于在已有研究的基础上,通过对中国传统人文资源撬动现代社会资源参与治理的动力与策略的解释,提炼出基层社会治理中自组织秩序与他组织秩序之间协调互动的关系、模型和路径,对开启新的基层社会治理创新思路,为基层社会治理创新提供可复制的经验和新的启示有意义。The object of this paper is to reveal the social foundation and internal mechanism of multiple cogovernance and illustrate that Chinese traditional governance resource is supportive to the innovation of grassroot society governance. The study is based on the singe-case of Baini,Sanshui in Guangdong province. It involves the aspects of innovation of governance concept,feature of Government main body,public opinion expression mechanism,public issues choice mechanism,and the relationship between government and society.The study reveals that traditional human resource embedded in grass-root society governance is effective. It can operate steadily with lower costs and higher-level participation of the masses. With the guidance of the common purpose-homestead construction,more and more people and social resources were attracted to take part in public affairs governance. It is a political process to maximize public interests,and conforms to the principle of group identification and good governance. We can conclude that in the aspect of governance effectiveness,multiple co-governance has much more advantages than grid management. The proposed governance model can assist grass-roots government,improve the governing effect and construct a new type of relationship between state and society by encouraging civil participation and fueling social organizations. Expanding on the previous research approach of grass-root society multiple co-governance in Chinese context,this study draw on the single-case which developed form certain political,economic,culture environment,to illustrate the pattern of the relationship between self-organization and other-organization in country.
