基于DEA模型的长江中游城市群创新效率研究

摘　　要：以长江中游城市群中包含的27个城市为研究对象,运用数据包络分析对这些城市在综合分析、区域分析和投影分析三方面进行效率评价,表明长江中游城市群创新效率整体较好,但仍存在短板问题,湘鄂赣三省创新水平存在一定差异,部分未达DEA有效的城市主要是由于创新投入利用不充分导致产出不足。在此基础上提出了应充分利用创新投入,促进创新产出提升;官产学研四位一体,全面推进创新活动;构建协同创新机制,推动资源柔性流动三条改进建议。This paper selects 27 cities in Triangle of Central China as the research object. DEA evaluate innovation efficien- cy from three aspects including comprehensive analysis, regional analysisand projection analysis is conducted. The innova- tion efficiency of Triangle of Central China is good in general, but there is still a short board problem. There are differences in innovation level of three provinces and some of cities don＇t achieve DEA effective because of the insufficient using of in- put. Based on the evaluation results, it puts forward suggestions for improvement including make full use of innovation in- vestment and promote innovation and output, make the integration of government, industry, researchcomprehensively pro- mote innovation activities and build collaborative innovation mechanism to improve resource flexibility.
