摘　　要：文章基于利益集团理论对我国矛盾重重的征地问题进行尝试性探讨,分析了我国由计划经济向市场经济转型过程中,城镇化进程加速导致的土地收益分配矛盾问题。由此形成了两个不同的利益团体,即被征地的农民集团和用地方集团。为了土地收益,不同利益集团之间进行了反复博弈,依然无法解决利益分配问题,利益集体产生的政治压力又使得政府无所适从。文章以此为切入点,通过证明贝克尔模型,构建被征地农民集团和用地方集团的压力竞争模型,论证不同利益集团产生的压力效果和利益分配变动问题,在此基础上引入第三方的政府,修正贝克尔模型缺陷,力图解释目前我国城镇化进程中,由征地引发的矛盾和困境及政府职责等相关问题,探寻走出我国征地困局的办法。Based on the theory of interest group, some tentative discussions are made in this thesis for the conflict-filled land expropriation. The contradiction of the land profit distribution which is caused by the accelerating of the process of urbanization is analyzed in the transformation from planned economy to market economy in China. Because of the contradiction of the land profit distribution, two different interest groups peasants interest group whose lands are expropriatef and government interest group has been formed. To the land profits the two interest groups game over and over again, but the problem of profits distribution is still not able to be solved. Political pressure which is produced by the interest groups makes the government disoriented. This thesis uses the theory of interest group as a point of penetration to build the pressure competition model between the peasants and the land users , based on the research of Becker model. On the basis of demonstrating pressure effects and profit distribution problem which are produced by different interest groups and, a third party government is introduced. In this thesis , the defects of Becket model are revised to explain the contradictions, current dilemma and governmental responsibilities during the process of the urbanization and put forward some suggesti- ons to get out of it.
