摘　　要：报告和通用面向对象变电站事件(GOOSE)是IEC 61850提供的两个常用的重要功能。现有工程中采用静态配置的方法来分配报告控制块、获取GOOSE订阅信息,这种方法在IEC 61850标准之外附加约束规定,并且经常会导致信息的不一致性。文中实现了服务器访问点与客户端的关联,提出报告控制块的使能和占有规则,依据这些规则来动态分配报告控制块,并且利用IEC61850的获取目录服务、获取数据定义服务、读GOOSE控制块属性值等在线服务来动态获取GOOSE订阅信息。采用动态方式分配报告控制块和获取GOOSE订阅信息,有利于提高IEC61850标准的互操作性及其推广应用,也能更好地体现IEC 61850标准面向动态服务的特点。The reporting and the generic object oriented substation event （GOOSE） are two important functions usually used in IEC 61850. In order to distribute the report-control-block and obtain the GOOSE subscription information, the statically configuring method is adopted in the existing projects. However this method not only demands the additional constraint rules, which are out of the IEC 61850 standards, but also makes the information inconsistent sometimes. This paper realizes the connection between the server access point and the client, and the rules of enabling and owning report-control-block are defined. According to the rules the report-control-block can be dynamically allocated. By the services provided in IEC 61850, such as getting the directory service, the data definition service, and the GOOSE-control-block attribution value service, the GOOSE subscription information can be obtained dynamically. It is pointed out that the interoperability of IEC 61850 is improved by using the dynamical way to allocate the report-control-block and obtain the GOOSE subscription information, meanwhile the dynamic service characteristics of IEC 61850 is expressed in a better way, and all these are good for promoting the application of IEC 61850 standards.
