嵌入社区治理中的专业社会工作介入——以天津KC社区为例

摘　　要：本文认为,社会工作理念契合社区治理目标需求,社会工作方法在社区治理实践历程能够发挥积极作用,同时能够促进社会治理结构进化。个案研究表明民营非企业的组织孵化模式与政府购买服务的工作形式、"需求-服务-评价-监督"四位一体模式,以及以"活动"为核心的动员与参与机制是社会工作介入社区治理的三个特点。但同时指出要提高专业社工介入的效率,必须避免社会工作的行政化和路径依赖。This paper argues that the philosophy of social work fits the target of community governance. Social work method has been used in community governance, and it can promote the evolution of social governance structure. Case study in this paper shows that the organization pattern produced by private non-enterprise and government purchase of public services, the four-in-one pattern of ~demand-services-evaluation-monitoring＂, as well as ＂activity＂ participation mechanism are the three characteristics of social work involved in the community governance. But at the same time this paper indicates that in order to improve the efficiency of professional social work, administrativization and path dependence should be avoided.
