摘　　要：随着中国工业化、城镇化和农业现代化进程的加快,各种形式的新型农业经营主体及其组织模式开始显示出其生机与活力。但是,这些新型经营主体的发展壮大及其组织模式的优化升级,仍然面临着诸多问题与制约因素。培育新型农业经营主体,推进其组织模式创新,可以采取三步走的战略:第一步,积极培育和壮大家庭农场、专业大户和农民专业合作社;第二步,在"公司+农户"的基础上,优化其组织结构,积极培育和发展"公司+合作社+农户(家庭农场和专业大户)";第三步,进一步促进农业合作经济组织的完全一体化进程,打造更多的公司制合作组织,使之成为现代农业的核心经营主体。与此同时,要构建土地流转服务体系;统筹城乡非农产业发展和社会保障制度;在金融保险服务、农村公共基础设施建设、财政与税收政策、人才培养与引进方面,加大对新型农业经营主体的扶持力度,有序推进农业转移人口市民化。With the rapid development of the industrialization,urbanization and agricultural modernization in China,the new agricultural business entities in various forms and organization patterns began to show its vigor and vitality. However,the optimization and upgrading to the organization of these new business entities still faces many problems and constraints. To make the progress of new agricultural business entities and boost the innovation in its organizations,we can take three steps： at first,actively to cultivate and develop the family farms,the specialized households and the professional farmers cooperatives; the second,to optimize the organization and its structure based on the ＂ company ＋ peasant household＂,and then to develop ＂ company ＋cooperatives ＋ farmers（ family farms and professional cooperatives） ＂ actively; finally,to build the full integrated cooperative organizations with company system,and make it become the important business participles of modern agriculture. At the same time,take measures to build the transfer service system of land property rights,to strengthen the non- agricultural industries and prefect the social security system,and make great efforts to support the develop of the agricultural business entities in the fields of finance and insurance,the rural public infrastructure constructions,the fiscal and taxation policy,the personnel training and the introduction,and so on.
