浅谈工程建设企业如何抓好海外承包工程的出口退税工作

摘　　要：出口退税的效率和质量,关系到对外承包工程企业能否有效减轻成本压力、提高经济效益和维护企业合法权益,甚至关系到企业能否有效增强市场竞争优势、提升企业核心竞争能力。通过对缅甸马德岛首站原油罐区EPC总承包工程出口退税工作的策划、组织和实施,系统总结了该工程项目在办理出口退税工作中好的经验、做法,从构建工程建设企业出口退税的组织机构、岗位职责和工作流程着手,就对外承包工程企业在经济新常态下,如何做好海外承包工程的出口退税工作进行了阐述。The efficiency and quality of export rebates relate to whether an engineering contruction enterprise undertaking overseas contact project could effectively reduce costs,improve economic benefit and protect enterprise legal interests,even relate to enhance market competitive advantage and promote enterprise core competitive ability.This article describes the planning,organization and implementation of the EPC Project for Oil Tank Farm at Maday Island Initial Station in Burma,summarizes systematically good experience and methods of work in this contract project.Starting with structuring organization,job responsibilities and work flow,it expounds how to deal with export rebates of overseas contract project at the ＂new normal＂phase of economy.
