新常态下有效发挥政府与市场作用的“泉州探索”(上)

摘　　要：深化经济体制改革的核心问题是正确处理政府和市场的关系,使市场在资源配置中起决定性作用和更好发挥政府作用。在中国进入新常态背景下,泉州继续优化政府与市场关系,有效发挥政府与市场作用。民营企业以"全球化思维"整合国外资源开拓国外市场,以"本土化作为"深耕实体、坚守实业,政府通过存量产业提升、增量产业培育,实施"双带动"推动新型城市化发展,实现了泉州经济高速平稳增长。新常态下泉州探索的实践证明:市场于我无关的"无为而治"政府不是好政府,同样,包办市场或替代市场的政府也不是好政府,真正的好政府不越位、不错位、不缺位,应该是与市场主体共成长、与市场同发展的政府。The focus question of economy system reform is to well deal with the relationship between govern and market,in order that market can play a key role in the resource allocation and government＇s role can be more effective. Under the new normal background,Quanzhou city government optimizes the relationship between government and market; private enterprises integrate the foreign resources and expand oversea market,which can help to contribute the speed and stable economy development. ＂Quanzhou Exploration＂approves either if the market is overlooked or if the market is taken place of,it won＇t be a good government.
