我国服务业增加值率的变迁及其国际比较

摘　　要：该文首次利用世界投入产出数据库(WIOD)最新发布的1995-2011年的跨国数据,统计分析了我国19个服务业部门的增加值率并进行了跨国比较。结果发现:我国服务业增加值率只有在内陆运输、水路运输、金融等少数几个部门具有"微弱"优势,其他部门基本均"严重"落后于G7国家的平均水平;不仅如此,我国绝大部分服务业部门增加值率在所考察样本区间内均呈明显下降趋势。说明我国服务业发展不仅存在质量不高的"粗放型"发展特征,而且有逐步恶化的迹象。另外,根据进一步按要素密集度进行分类的考察发现:我国服务业发展主要集中于资本、劳动密集型的中低端领域,而在知识密集型的高端领域发展不足,我国的服务业发展结构有待进一步优化。Using cross-country data from 1995 to 2011newly released by the World Input-Output Database,this paper analyses the value added rate of China＇s 19 service sectors and then conducts a crosscountry comparison,and finds that the value added rate of China＇s service industry only gains a weak advantage over a few sectors,for example,inland and water transport,financial service etc.,and all of the other sectors severely lag behind the average level of the G7 countries.Besides,the value added rate of most China＇s service sectors declines during the sample period.And this means that the quality of China＇s service development is not high,but has the sign of deteriorating,and the characteristic of extensive development.Moreover,in the further research according to factor intensity,we find that China＇s service development mainly focuses on capital and labor intensive low-middle fields,and knowledge intensive high-end fields are underdeveloped.So the structure of China＇s service development needs to be improved.Therefor,the conclusion of this paper has a significant policy implication in warning us to emphasize the increase of service industry in quantity,and pay more attention to the improvement of its quality,and promote China＇s service development from the low-end to the high-end of the GVC,so that we can realize the transformation and upgrading of China＇s service development under the ＂new normal＂.
