新型城镇化背景下县域城乡居民点统筹策略研究——以欠发达山区为例  

Overall Planning Strategy of Urban and Rural Residential Areas at County Level under the Background of New Urbanization:A Case Study of Less Developed Mountainous Areas

摘　　要：以欠发达山区县域为研究对象,围绕城乡居民点体系重构这个主题,运用归纳和演绎等研究方法,深入探索新型城镇化背景下城乡居民点统筹的方法和策略。文章构建了"一心一区一环(带)"的城乡总体框架,并提出了差异化的城镇化战略,即在"一心"地区实施合农模式和三大提升战略,通过"以城转农"实现完全城市化;在"一区"地区实施拉农模式和三个集中战略,通过"以业聚农"实现高度城市化;在"一环(带)"地区实施治农模式和三大工程战略,通过"以林促农、以游富农"实现特色城市化。Taking the county-level less developed mountainous areas as research object, and focusing on rebuilding the system of urban and rural residential areas, this paper explores the strategies of overall planning of the urban and rural residential areas under the background of new urbanization based on inductive and deductive methods. The ＂core-region-loop＂ framework is built and different urbanization strategies are proposed. In the ＂core＂ area, the agricultural jointing pattern and the three promotion strategies are carried out and the efforts are made to achieve the complete urbanization by ＂transforming agriculture through cities＂. In the ＂region＂ area, the agricultural supporting pattern and the three concentration strategies are carried out and the efforts are made to achieve the high developed urbanization by ＂gathering agriculture through industries＂. In the ＂loop＂ area, the agricultural managing pattern and the three engineering strategies are carried out and the efforts are made to achieve the distinguished urbanization by ＂encouraging and enriching agriculture through forestry and tourism＂.
