摘　　要：＂不仅郭台铭,连省、市领导都来瞧过,（领导们）恁重视的项目,想不到现在倒成了烂梨了。＂ 张杰（化名）吐了一口香烟,若有所思。远处的背景,是一组深灰色水泥包裹的高层建筑,突兀地矗立在空阔的荒地上。On 11 th April 2012, Kaifeng municipal government and Beijing Bohuang Industrial finished signing the contract of Foxconn Training Base Project which costed 3.2 billion yuan for its investment. From September 2012 to May 2013, an approximation of 350,000 square metres of the training base has been built, however, the progress of the project has been being in a deadlock since then. What makes the construction an impasse?Are there invisible benefit entanglements?
