新型城镇化背景下河北省土地利用的问题及对策

摘　　要：阐述了新型城镇化对土地资源合理使用的新要求;在评述已有研究的基础上,构建了河北省土地综合利用评价指标体系,采用此指标体系分析了河北省土地利用中存在的问题。结果显示,河北省在土地利用中存在着土地综合利用效益偏低、土地利用效益不均衡、土地集约化和高效化程度低、农用地单位面积产值低等问题。据此,提出了建立土地集约利用机制、加强土地使用的监督力度、保障耕地数量、优化城镇建设用地布局、整合农村土地资源等相关建议。Firstly,this essay expounds the new requirements for reasonable use of land recourses by new urbanization.Secondly,based on the existing research,this essay constructs the evaluation index system of land use for Hebei Province,and analyzes the problems of land use in Hebei Province by the index system,including that the land use efficiency is low,the provincial land use efficiency is not balanced,the intensive efficient use of land is in poor condition,and the agricultural land unit area output is low.Finally,for the problems above,this essay puts forward countermeasures,including the establishment of intensive land use mechanism,strengthen supervision,ensuring the number of cultivated land,optimizing the layout of urban construction land,and integrating the rural land resources,etc.
