农村村民委员会换届选举问题与对策研究

摘　　要：农村村民委员会换届选举事关农民的切身利益与农村、农业的稳定发展,是农村社会发展和基层组织建设的重要影响因素。但受农村基层组织建设和农民政治素质等因素影响,在农村村委会换届选举中出现了诸如贿选问题、拉帮结派等问题。各级党委、政府必须切实加强对农村地区村委选举工作的政治领导和制度规范,帮助广大农民尽快提高政治思想文化素养,端正选举态度,强化法制意识和责任意识。同时辅以严格的组织纪律措施,保障农村村委会换届选举顺利实施。The general election of the rural villagers＇ committee has a great deal to do with the benefits of the villagers themselves and the stable development of the villages and the agriculture,so it is an important factor for rural development and the grassroots organization. However,affected by the construction of the rural grassroots organization and villager＇s political quality,there are some problems such as bribery and cliques in the general election of the rural villagers＇ committee. For that reason,the party committees and governments at all levels must enhance the political leadership and institution regulations for the election work of the village committees,thus helping the villagers improve their political and cultural quality,correct attitudes towards the election and strengthen the consciousness of the law and responsibility. Meanwhile,accompanied by strict organizational discipline measures,it can ensure the smooth implementation of the village committee elections.
