耦合视角下科研项目问责与绩效评价关系研究：多证据的探索性分析

摘　　要：分析了科研问责与科研绩效评价的耦合关系,以不同层级科研管理机构为研究对象,采用耦合协调度模型对耦合关系进行了实证验证。结果表明,当前我国科研项目问责与绩效评价耦合协调度总体处于濒临衰退阶段;与省(市)和副省级城市相比,国家层面的科研项目问责与绩效评价耦合协调度更高;省(市)层面与副省级城市层面的科研项目问责与绩效评价耦合协调度没有明显差异;总体来看,科研问责与绩效评价对科研项目绩效提升的贡献度不高。The coupling effects on accountability and performance evaluation of scientific research project was analyzed from theory level,and the different level of project management system were selected as the object of research,with using the model of coupling coordination degree,the relationship of scientific research project accountability and performance evaluation was verified.These conclusions show：the coupling coordination degree of scientific research project accountability and performance evaluation is still situated in the coordinated declining stage;the national level of project management system has more high coupling coordination degree than others;these are not positive difference in province or municipality and deputy province level of project management system;scientific research project accountability has more contribution than performance evaluation on improving secientific research project performance.
