县辖市:新型城镇化中设市模式创新的基本路径

摘　　要：党的十八大提出了新型城镇化思想和战略,要实现新型城镇化必须从系统论出发采取措施做好各方面的工作,特别是进行设市模式创新。文章试图阐释新型城镇化思想对设市模式创新的价值诉求,然后分析了我国现有的设市模式对推进新型城镇化战略的不适应性,从城市的本质属性、以人为本的理念、科学合理城市体系的培育和完善、城镇的可持续发展等方面论述了县辖市模式能够体现新型城镇化的思想和价值诉求。研究认为,县辖市模式是中国设市模式创新的基本路径,并探讨了县辖市模式的实施路径。The eighteenth national congress of the communist party of China putted forward the thought and strategy of new-type urbanization, in order to implement the new-type urbanization, we must take measures and do a good job in all aspects of the work from the perspective of system theory, especially the innovation of the mode of setting municipality.We try to analyzes the value pursuing of the new-type urbanization to the mode of setting municipality, then analyzes the inadaptability of the existing mode of city to promote the new- type urbanization strategy, and explains that the municipalities directly under the jurisdiction of a country can reflect the basic ideas and values of the new- type urbanization, which are the essential attribute of the city, the concept of people-oriented, the cultivating and improving of the scientific and rational urban system and the sustainable development of towns,etc. The research shows that, the mode of setting municipalities directly under the jurisdiction of a country is the basic route for setting the mode innovation, and the article discusses the path of the mode of setting municipalities directly under the jurisdiction of a country.
