西方对社会保障制度功能的认识:一个历史的考察

摘　　要：西方对社会保障制度功能的认识具有一个历史过程,古典自由主义比较强调济贫法的消极功能,国家干预主义则强调现代社会保障制度在实现政治稳定、促进经济发展、推动社会公平与提升社会道德中的综合性积极功能,新自由主义较多关注国家实施的社会保障制度的消极功能,"中间道路"既强调社会保障制度的综合性积极功能,同时也关注并提出通过有效改革以避免其消极功能。从历史考察来看,社会保障制度功能具有两面性,应努力提升其积极功能,尽量避免其消极功能,进而增强社会保障制度的合理性。The Western people have experienced a long history to recognize the social security system function. Classi-cal liberalism emphasizes the negative function of poor law; while government interventionism emphasizes the comprehensive positive function of social security system in realizing political stability, promoting economic de-velopment, propelling social fairness and promoting social morality; the new liberalism pays more attention to the negative functions of the social security system, especially of the country's social security system. And the middle way emphasizes the comprehensive positive function of social security system, at the same time also pays attention to and puts forward effective reform in order to avoid its negative function. Actually, the function of the social security system has two sides. Efforts should be made to enhance its positive function, to avoid its nega-tive function, and to enhance the rationality of social security system.
