一带一路下中蒙矿产资源合作与环境风险研究

摘　　要：矿产资源的开发与合作是丝绸之路经济带发展的主导产业,在促进沿线国家经济发展和各国的贸易互通中具有不可替代的作用。蒙古国经济发展程度不高,但具有丰富的矿产资源储量。根据经济地理学关于区域单元的定义,中蒙两国处于同一经济单元,得天独厚的地缘优势和悠久的历史渊源与互补的要素资源,是两国深化矿产资源开发合作的优势所在。但生态环境的先天脆弱性以及矿产资源产业的环境破坏和污染特性,使得矿产资源开发的环境污染和生态环境破坏作用进一步放大,使其环境风险更加突出。这将影响区域经济、社会的稳定与可持续发展。本文从利益矛盾-行为方式-制度安排-激励机制的框架探测分析了中蒙矿产资源开发合作中环境风险的发生机制,并从构建区域环境规划机制、完善区域协商机制、建立市场化的运行机制等方面提出环境风险的预防与应对路径。As the leading industry of silk road economic belt,the development and cooperation of mineral resources has an irreplaceable role in promoting along country＇s economic and trade exchange. Mongolia has large area and sparse population,but mineral resources is rich. According to the definition of economic geography about regional unit,China and Mongolia are in the same economic unit. The unique geographical advantages,long history origin and complementary elements of resources are the advantages in deepening the mineral resources development cooperation.But the inherent vulnerability ecological environment and the environment destruction and pollution characteristics of the mineral resources industry further amplified regional environmental pollution and ecological damage,which contains high environmental risk. This will affect the regional economy,social stability and sustainable development.Based on the analysis of the political economics paradigm,through the interests contradictions- behavior- incentive mechanism,the framework of institutional arrangements,this article analyzes the mechanism of environmental risk in the cooperation on mineral resources development,environmental risk prevention and puts forward suggestions on constructing regional environmental planning mechanism,perfecting the regional negotiation mechanism,establishing a market- oriented operation mechanism and so on.
