摘　　要：水上交通安全事关国家财产和人民生命的安危,事关经济安全发展和社会和谐稳定。做好水上交通安全工作,重视人才是核心,船舶、航道是基础,强化管理是关键。必须坚守安全"红线",不折不扣地贯彻执行有关水上交通安全管理的方针、政策、法律、法规,狠抓"四大工程",做到"六个到位",才能确保水上交通长治久安。Maritime traffic safety has a bearing on the safety of the country＇ s property and people＇ s lives as well as the safe economic development and social harmony and stability. To promote maritime traffic safety, the core is attaching importance to people of talent, the foundation is ship and watercourse, and the key lies in strengthening management. To ensure long-term maritime traffic safety, it is necessary to stick to the ＂red line＂ of safety, faithfully implement the guidelines, policies, laws, and regulations on maritime traffic safety control, attach importance to the ＂four major projects＂ , and fulfill the ＂six in place＂
