论政府技术采购政策的障碍及其化解

摘　　要：在分析政府技术采购现状以及公共政策障碍理论的基础上,得到政府技术采购促进创新面临挑战的主要表现为政策问题的特性、政策本身的因素以及政策以外的因素。具体的障碍包括政策问题不明确、政策涉及人数多、目标群体所需调适量大,政策缺乏明晰性、协调性和稳定性,执行主体问题(包括执行人宏观认知问题、执行人员能力问题)、目标群体问题以及执行资源问题。应注重协调机制和政策组合的运用,注重政策与外部技术周期的结合,提升采购参与方的风险管理等能力,强化信息沟通与传播。Situation analysis on government technology procurement and basic public policy impediments theory as an innovative tool,based on technology by the government procurement to promote innovation challenges mainly include policy issues characteristic,policy factors and policy factors other than itself,specific barriers include policy issues are not clear,many people the policy involved,the required adjustment large target groups;a lack of policy clarity,coordination and stability;implementation of the main issues（including macro-executor cognitive issues,the implementation of human capacity issues） and target groups execution resources.In this regard,we also put forward the corresponding countermeasures.This paper seeks appropriate coping strategies and gives full play to the promotion of technological innovation and government technology procurement advantages aspect,has certain practical and theoretical significance.
