上海自贸区建设背景下南通实施创新驱动战略的机遇与挑战

摘　　要：上海自贸区的建设对南通实施创新驱动战略发展带来了机遇和挑战。南通实施创新驱动战略具有优势与劣势,上海自贸区建设有利于南通进行制度和理念创新,其溢出效应对南通的产业结构升级有促进作用;同时也使得南通与周边城市之间的竞争日趋激烈,造成南通地区技术人才流失。为此,要主动对接上海自贸区、培育创新人才、营造创新文化环境,积极应对挑战。The construction of Shanghai Free Trade Zone has brought both opportunities and challenges for Nantong City＇ s development as far as its innovation-driven strategy is concerned. While implementing this strategy, Nantong City has both advantages and disadvantages. The construction of Shanghai Free Trade Zone benefits Nantong in the aspect of system innovation and renewal of ideas, and also in the aspect of the spillover effect, which will promote the upgrading of the city＇ s industrial structures. On the other hand, the construction will intensify the competition between Nantong and the other cities nearby, and cause outflow of technological professionals. To meet the challenges, Nantong should actively tie itself in with Shanghai Free Trade Zone, train innovative professionals, and create innovative cultural environments.
