摘  要:当代社会面临环境问题的悬崖化危机,但现有治理模式因为民众缺位而收效甚微,其解决之道在于推行全民环境教育,发展民众的环境认知能力与环境行动能力,重塑和优化国家环境实力。全民环境教育的实践前提,在于教育与政治协同合力。全民环境教育的行动路径,在于推进环境教育立法,构建整体的教育平台和社会激励机制,并以学校教育为支点,优化全民的环境意识,唤醒公民的生态良知。The contemporary society is confronted with the cliff-like crisis of environmental problems, but the existing governance model has little effect due to the absence of people's participation. The solution lies in implementing national environmental education, developing people's abilities to understand and protect the environment, as well as reshaping and optimizing the national environmental power. The premise of practicing national environmental education depends on the cooperation between educational and political organizations. To realize national environmental education calls for facilitating the legislation of environmental education, establishing an overall education platform and social incentive mechanism, and taking school education as the fulcrum to optimize the national environmental awareness and awaken the civic e-co-conscience.
