摘　　要：社会发展是经济持续增长和社会稳定的坚实基础,民生科技是社会经济发展的重要支撑力量。本文围绕人口健康、生物医药、资源环境、节能环保、公共安全等民生科技领域,分析美国、欧盟、日本、韩国等发达国家社会民生科技发展现状及趋势,梳理"十二五"时期我国社会民生科技发展现状及进展,把脉研判"十三五"时期我国社会民生科技发展面临的挑战与机遇,结合协调推进"四个全面"战略布局,基于全面实施创新驱动发展战略和全面深化科技体制改革的大背景,在转变政府职能、加强顶层设计、发挥市场驱动效应、协同创新、加强国际合作、强化多元投入等方面提出若干建议。Social development is a solid foundation for economic growth and social stability. The people＇s livelihood science and technology is an important support force for social and economic development. This paper focuses on population health, biomedicine, environmental resources, energy saving and environmental protection, public safety and other livelihood areas of science and technology, studying the status quo and trend of social development in the developed countries such as the United States, the European Union, Japan, South Korea and other developed countries. This paper analyzes the present situation and development of social science and technology development in China during the twelfth five year period. At the same time, pulse judged challenges and opportunities for the development of social science and technology of China in the thirteen five period. In this paper, combined ＂four comprehensive＂strategic layout, based on the comprehensive implementation of innovation driven development strategy and the comprehensive deepening of the reform of science and technology system, we put forward some suggestions on changing government functions, strengthening the top-level design, playing a market driven effect, collaborative innovation, strengthening international cooperation and strengthening the investment.
