我国搜寻民用航空器组织协调机制研究

摘　　要：航空器的搜寻组织与协调机制是解决搜寻航空器过程中遵循的重要执行依据,提升或改进搜寻失事航空器的组织协调能力,是现阶段我国亟需解决的难题。本文分析对比国内外关于搜寻的组织与协调机制的法律法规,调研分析我国现阶段搜寻机制上存在的不足,并就如何提升搜寻能力提出相应的建议。The organizational and coordinated mechanism is the basis regulation in the process of searching aircraft. Therefore, to improve the ability of organization and coordination is a difficult problem to be solved at this stage. Comparing the laws and regulations of organizational and coordinated mechanisms both at home and abroad, this paper analyzes the inefficiency of search mechanism at this stage of China, and makes corresponding suggestions on how to improve the capacity for search.
