面向雾霾治理的中原经济区绿色技术创新机制研究

摘　　要：雾霾的成因与治理成为理论界和实践部门关注的焦点。中原经济区成为雾霾最严重的地区,这与其粗放的经济发展方式和绿色技术创新滞后关联性极强。这种滞后性突出表现为末端治理技术创新成效不佳、绿色产品创新能力不高、绿色工艺创新水平较低。绿色技术创新滞后的主要成因在于绿色技术创新主体的行为锁定,包括企业因素、政府因素、消费者因素和社会组织因素。通过机制优化矫正绿色技术创新主体的行为偏差,是加快推进中原经济区绿色技术创新、实现雾霾根本治理的内在逻辑。The cause and control of haze has become the focus of academia and practical departments.The Central Plains Economic Zone has suffered from the most serious haze,which can be attributed to the extensive mode of economic development and lagging green technology innovation. Main features of the latter are poor effects of end management technology innovation,low innovation ability of green products,and low level of green technology innovation,the causes of which is the locking of innovation subjects＇ behavior,including factors of enterprise,government,consumer and social organization. Therefore,to promote green technology innovation in the Central Plains Economic Zone and control haze effectively,we must optimize the mechanism and correct the behavior deviation of innovation subjects.
