摘　　要：推进公安改革发展,强化队伍思想政治建设是保障,必须坚持"四个不动摇":一是坚持政治建警不动摇,进一步创新公安队伍思想政治教育工作;二是坚持从严治警、依法治警不动摇,坚定不移推进公安队伍职业化、规范化、现代化建设;三是坚持把抓源头抓长远作为"铸魂、育警"的治本之策不动摇,破除公安民警招录体制弊端;四是坚持把战训改革作为提升公安队伍能力素质的现实路径不动摇,着力构建公安民警常态训练新模式。Strengthening ideological and political construction is the guarantee of promoting development of policing reform. We must stick to the 'four adherence' : firstly, stand firmly by building the police with politics, making further efforts to innovate ideological and political work. Secondly, stand firmly by managing police strictly and by law, propelling construction of police force unswervingly to professionalization,standardization and modernization. Thirdly, stand firmly by stressing essential and long-term effects as fundamental solutions to educate and train police, and getting rid of drawbacks of police recruit system.Fourthly, stand firmly by the mode of combining fight and training reform, which is the practical way to improve capability and quality of police force, making efforts to constructing new mode of normal training.
