摘　　要：随着我国改革开放的深入发展,来华外国人与日俱增。关于外国人管理与服务,我们在观念和法规政策等方面有个逐步适应过程。目前实践中,公安派出所外国人管理与服务工作仍然存在一些不适应形势发展需要的问题。应进一步强化大局意识、责任意识,树立管理与服务并重的理念,强素质以不断提高公安派出所民警外事管理服务水平,以社区为依托构建和谐涉外警民关系,完善考核制度健全激励机制。With the thoroughly development of China's reform and opening-up, foreigners in China are steadily on the increase. There is a gradual adaptation process in ideas and regulation policies about management and service of foreigners. In current practice, some problems still exist in foreigners management and service work of the police station which do not meet the needs of the development. Awareness of overall situation and responsibility should be strengthened. Equal-importance concept of management and service should be established. Qualities should be enhanced to improve foreign affairs management service level of police station. Harmonious relationship between the police and the foreigners should be built based on community and incentive mechanism should be perfected.
