轨道交通运营安全风险预控管理体系的建立

摘　　要：结合目前风险管理在城市轨道交通的应用情况,参考煤炭行业应用的安全风险预控管理体系,构建城市轨道交通运营安全风险预控管理体系的框架。分别阐述该体系所包含的内容,尤其对风险预控管理进行详细的阐述,编制评估风险大小的风险矩阵图,从人、机、环、管4个方面入手,给出危险源属性设置例表,以提高事故预防的意识,实现"事故前预防"的管理模式,尽可能地将风险降到最低,以确保轨道交通的运营安全。Risk management has been used in urban rail transit and the risk prevention and management has been adopted in coal mining industry. With these applications as the basis, a framework of safety management and risk prevention system for urban rail operation is presented. The content of the system is elaborated, including the details of safety management and risk prevention. The risk matrix which can evaluate the degree of risk is established. From the aspects of people, machine, environment and management, the hazard attribute example table is given to raise the awareness of accident prevention and carry out the management mode of ＂accident prevention＂. In this way, the risks can be minimized and the safety of urban rail transit operation be ensured.
