摘  要:县域环境功能区划不仅落实上一级环境功能区划,而且是生态空间管制的控制性详规,为产业布局和国土空间优化提供可指导、可操作的生态环境管制空间依据。借鉴传统环境功能区划方法,本文运用Arc GIS构建县域环境功能区划方法。浙江省象山县的实证结果表明:(1)利用Arc GIS信息采集功能,将基础地理信息与规划资料通过拓扑重建、坐标系转换等集中于同一数据库,既能形成详实的分区基础数据,又能准确分析研究区域环境功能空间差异;(2)评价指标体系选取是在国家环境功能区划指标体系基础上根据县域特点加以修正,增加地方性环境风险指标,反映研究区空间异质性,提升方法的科学性、合理性;(3)实例研究证实该县域环境功能区划方法是可行的,但其他县在应用时需要因地制宜修正地方性指标。The County Environmental Function Zoning can not only carry out the superior environmental function zoning,but also provide a guidance of ecological space control for the industrial layout and national spatial optimization. Based on the Geographic Information System,referring to the traditional environmental function zoning method,the environmental function zoning method of the county is built. The results of Xiangshan county show that:( 1) Using the information acquisition function of ArcGIS,the basic geographic information and planning information are converted into a databases through topology reconstruction and coordinate transformation technology,etc. Running the overlaying analysis in a platform can both form a detailed partition basic data and analyze the regional environmental function space differences accurately.( 2) The evaluation index system should be amended according to the county features and add the local environmental risk indicators on the basis of the index system of environmental function zoning,which can reflect the spatial heterogeneity of the study area and increase the scientific nature and rationality of the method.( 3) It is proved that the method for county environmental function zoning is feasible. And local indicators need to be corrected when applying the method to other counties.
